Hey it's cool to hear from you again, and it's awesome you would help set up a tournament for us. I would definitely attend/help organize it.
I believe RTP is only one who owns an attack stadium, so you would need to get that from him/have him attend before we can organize a tournament.

Actually i have obtained an attack stadium since the last tournament.
but hopefully we can organize this tournament and get this going before its too late.

And yes, absolutely anyone can enter on the day of the event. Just remember that there is a five-dollar entry fee, but otherwise, World Beyblade Organization tournaments are open to everyone.
